The hole in the front should be. And any shop should be able to fabricate and attach some sort of bracket... being a 99/01 bumper that sucks, they are hard to find and $$$ when you do. Expect to pay $600-$800 for a replacement in good condition... I'd take it to a good collision shop and see what they say. Explain to them that you can't get them new anymore and they are $$$ used because the first thing they'll say is that they recommend ordering a new one unless the shop knows exactly what it is.
