The swap is a 90-95% drop in so its not really going to be cost effective for anyone to make a kit. Even the 2V computer can run the 4V. Wire extension is just cutting and soldering and switching the injector wire polarity is also a pretty easy DIY.
B heads are good heads, the newer heads you are talking about are C heads which came on Continentals and 99/01 Cobras. You will also need a 99/01 Cobra or a Mach intake for those heads. You can keep the B heads or upgrade, your call/budget.
If you are going to keep the B head setup you will want engine parts from a 96-98 Cobra, if you go with the C heads you'll want 99/01 Cobra or Mach engine parts depending on what you are talking about. For body/driveline/suspension etc... stuff a lot of it is compatible throughout the 94-04 SN95 format run.
If this is your first time doing this I would not recommend doing it to your daily unless you have a beater lined up or someone you can rely on to get you from point A to point B when gremlins/issues come up.
If you are looking for a PnP kit and a better OEM replacement motor I'd say maybe do the 3V kit and 3V swap but TBTH... fresh 2V out of a 04+ Crown Vic and a power adder is probably your best bet.
