Is this part of the emergency spending we need to bring back the economy?

Wasting gargantuan sums of money that it will take us generations to repay isn't as easy as it sounds. Our rulers have had to use their imaginations to flush so much away so quickly. The clever wild horse welfare bill will burn up the better part of a billion dollars:

The bill would provide 700 million dollars for the "Restore Our American Mustangs Act" for a horse census every two years and "enhanced contraception" or birth control for horses.
In typical Orwellian fashion, the mustangs are being "restored" by having their numbers reduced. Mark Stein reports that the bill also calls for government bureaucrats to inspect the homes of anyone willing to adopt a mustang.
The cost of the program is well over $10,000 per horse. But like the exploited workhorse Boxer in Animal Farm, the American taxpayer just keeps trudging obediently forward, while our porcine ruling class arrogantly squanders the wealth created by our labor.

Honestly, I cannot reconcile what Obama is doing and a desire to spur economic recovery. No matter how I look at it, it just keeps coming up the same way. This massive spending plan, followed by the omnibus spending plan, followed by tax increases followed by loose currency just does not add up to economic recovery. I really believe he does not want the economy to recover because he thinks the crisis will allow him to make more and more radical changes.

The fact the the spending is pushed out until just before the 2010 mid-term elections seems to support that it is more directed to helping reelect Democrats in Congress than have any real economic impact.

I'm always amazed that anyone actually thought the government would spend the bailout money wisely. This mess was inevitable.

The government has never been responsible when it comes to spending money, yet liberals keep telling us the answer is to throw even more money into the government coffers.
