Instrument panel help

Hello, new here as of today. I own a '69 Coupe. Decided to replace the instrument panel lights and while I was at it, the circuit board and voltage regulator. Ordered them new from CJ Pony. Installed everything, put it back in, and the gauges do not work. Checked fuses-fine. Checked voltage coming into the cluster from the wiring harness-fine. Put the old board and vol meter back in and the gauges do not work. Think the gauges are bad? One interesting thing, the new voltage meter is leaking black fluid. Any advice will help. Thx.
