Question Boost gauge In a non-boosted car?

Well guys I have a question for ya. A friend of mine just bought a 2000 mustang gt and I took it for a test drive to "teach him tips and tricks on driving stick" (he's terrible at driving stick and I needed an excuse to drive his car). Well while I was driving I noticed that there was a whistle under power that slowly wound down when you let off. So I asked him if he had a throttle body spacer and he kinda smiled and said "that's now what's whistling" also his oil pressure gauge was reading nothing while idling but under WOT it read normal to high. He said it was his boost gauge and he set it using his tuner. He tried to make me believe his car is turboed. Well I know that his car isn't boosted because it doesn't pull as hard as mine and under the hood his cai leads straight to the tb and manifold . My question is, what is the gauge reading (is it a vac gauge?) and what is making it whistle? Could there be something I missed and the car is actually boosted?

It's probably just a whistle from his cai I have a mild one on my car. You hear it better with cold weather. Your friend needs help
