Painful Painless Fuse Block

Today I installed a Painless Performance seven circuit fuse block (part number 10701) in my 66 coupe. The wiring is really straight forward, and I have checked it three times. Yet I have no power leaving the fuse block in either the constant hot circuits or, the ignition circuits. Could it possibly be the ground, which is supposed to go under one of the mounting screws? When I turn the ignition either to the on position or, accessory I can hear the relay switching. I would appreciate any suggestions.
