rubber on bottom

I have the stock v6 front bumper. And there's this weird rubber almost splitter looking piexe. And its hanging in in an area. Any idea what it does or even if I need it?

That piece is only there to protect your bumper from getting scratched. It's great for parking blocks. Also helps if you pull too far forward on a parking block. It'll keep you from ripping off your bumper. Not a necessary piece per say. If you wanna fix it, grab some CA+ glue (zap-a-gap). Five minute fix and it won't fall down again
