HID kit legal?

I recently bought a 35 watt 6000k hid kit. I cannot get a clear answer on if they are legal in cars that do not come with HID's from the factory.

Would it be legal if I use them with a projector? Or illegal all together?

What I have heard is that they are illegal if the car does not come with them from the factory. That's why a lot of people retrofit their headlights, to make them look like factory. And having hid's in stock housings is terrible. You will blind everybody, that's why a projector I needed. I don't think you will get a ticket for it, but you will get a lot of lights flashed at you and people mad at you. If I were you I would take them out or get some projectors. So that oncoming traffic can see.
