Raxiom Smoked Projector Headlights aren't providing enough light

My headlights are pointed towards the ground when I turn my headlights all the way on but it only switches to the top lights when I turn my high beams on , is it supposed to be like this ? Help please Click image for larger version

yes and there should be a screw on the backside of your headlights that when you are looking down at them should be exposed find a wall and park about 10-15 feet away from it and twist the screw until you get them aimed its pretty easy bro
