Run up to your local hardware/auto parts store and buy some more 3m tape that is decently adhesive. Trim the piece you're using down a little if you need to. I had to do the same thing for my tail light covers when I had them, it's a good option

But I can't get to the used 3m tape I already put on my car. I had already installed the scoops and everything looked fine but when I came back to check the top of the scoop pop off but the rest is really stuck on

Did the 3m tape stick to the car and not the scoop on the one part?

Sometimes when you peel the tape protector material off before you stick it on, it doesn't peel off all the way. It looks like it did but there's a clear layer on top of the glue. Try reaching a corner with tweezers to peel it properly.
Or if you're sure it was peeled properly and was sticky and stuck to the car but now it's not, thennnnnnn
You're screwed
