For a quick reply, I would examine the relay. Are the contacts full of crud so that there is no current flow? Or is the coil burned up/over heated and is open, no longer closing the contacts? Pry the bad one (ones?) open and see if you can tell what caused the relay to go bad.
Since you just bought the car, is the wrong fuse installed, maybe one with a higher amperage? If so, that could point to a bad pump or some sort of abnormal load on that circuit. Someone may have "fixed" the problem with a bigger fuse, causing something else to fail.
