The car at the time was straight stock.

A mile is a mile. What you calculated is Kilometers. My first thought was why does it give miles per gallon in Canada instead of kilometers.
Even if that were miles the Imperial gallon is going to get you 37 mpg instead of 31. Perhaps their ratings dont have to be as conservative as the US

Hey check it out. Even with their logic they claim 35 mpg. Like I said less strict ratings.

That's a good read and makes perfect sense! Even if its in imperial gallons there is no way I'm hitting their estimated mpg, EVER!!! Canada has to revise its whole fuel consumption system as they are completely unrealistic! As a Canadian I will still go by US mpg estimates when shopping for my wife's next car because it is much more accurate and realistic! We should scrap Canada's fuel consumption guide all together and have the us/Canada as on guide.

Try filling your tank up. That's 16 US gallons. Then next fill up convert what the pump says to US gallons and figure your mileage.
