The dimmer for those lights is to the right of the headlight switch. Have you tried playing with that? It may need to be wiggled a bit. I spent the first year thinking the dash lights seemed too dim and then found there was another notch brighter. If you go too far your interior lights come on.

at twilight the exterior light sensor may be acting strange. It's the little trapezoid? smoked bit on the center dash next to windshield. at daylight the dash is full bright, at night it dims to what you set it to with the dimmer. Clouds/shade will affect it also.

dash board lights

I turn the lights on and I am driving and they go dim I continue driving and they get bright. This happens randomly or I could go over a bump and they get bright.

Is the dimming like when you move the dimmer wheel a notch? Does it happen when you wiggle or bump the dimmer? It might be a bad dimmer switch.
