The water acts as a chemical intercoolant because it absorbs nearly double the heat methanol does before evaporating. You only want enough water to disperse the heat though, any additional water displaces either fuel or oxygen in the combustion chamber and therefore impacts horsepower.
Methanol has an octane of about 110 and, is an oxygenated fuel, so it can be tuned to give more power but again its really not beneficial unless you are boosted. If you want a bump above pump gas just use E85.
Assuming you are boosted however, WMI is a tremendous benefit and can help the car run significantly better over all and i would highly recommend running it.
