Just start in the middle and work your way out, and typically manifold bolts do not need to be tight at all, 15-16 ft/lbs is about it. The bolts are designed to break so you don't crack the manifold. Since they're that loose and each section is O-ringed, the sequence is not super important.

If you want to get an idea as to how tight 7 ft lbs feels, you could always set something up and hang 7 lbs, on the wrench handle, at 1 foot from the bolt or nut.(or 14 lbs at 6" if small wrench.)
