What's causing this?

It looks like your wheel is rubbing the shock. What else could it be?

The scrape goes up and down, like its scraping on the upper shock?

The top of the shock is rubbing the bottom, my Koni's and the stock shocks on my 2010 both did it. I myself didn't worry about it since it is a piece of plastic on metal.

The upper cover is just like a plastic dust cover? I cant see it causing that kind of wear without having some obvious wear itself? However, from the camera angle, it does appear that the wear would be somewhere parallel with the rotor and in an area the wheel couldnt touch it?

Ok thats what I was thinking. My only concern would be rust probably?

Do you think my new lower control arms are causing this?

I don't think so, mine did it with the stock stuff in it. My 13 did it also just not as bad.
