Help???? falling voltage wot switch.

Hey guys I finished my nitrous outlet plate kit install yesterday, everything is working as it should . Just one thing I'm unsure of. I used a voltmeter to find wot by hand on the throttlebody at .07 . So that's what I set my nos window /wot switch , the solinoids fire while opening the throttle by hand with key on engine off. But I noticed that the pedel will only drop the voltage to 1.2 therefor not triggering the solinoids . Does the car need to actually be running and driving down the road to get the .07 ? Please help getting nitrous tune Saturday.
