Is it possible to remove the bolt on the cat for the passenger side by using a hand tool? Or would I have to get a power tool?

You can get a both bolts from the top.
You will need a 15 mm socket, deepwell, preferably a six point, a 1/2 universal joint, a 1/2 20 in extension, 1/2 inch ratchet with cheater or a 1/2 inch breaker bar.
Disconnect the battery and remove the battery and battery tray and that will give you a nice line of sight to both nuts. Soak the living $hi# out of them with penetrating oil and go for it.
They will be tight all the way out as the threads are cut to not allow them to back off.
Good luck, I broke one of the studs when I did it, so be careful!
I was and it still broke!
Good Luck!
