Low Brake Pedal

Base auto 14 GT. Pedal seems low by modern standards. It pumps up much higher the second pump. Acts like many brakes do when pads are almost worn out, but I only have 1500 miles.

Normal, or does it need a trip to the dealer to attempt a bleed?
