Rack and pinion for bigger rims?

So I just took the car to the mechanic to get it all checked out and he is telling me I need a new rack and pinion. The car had been in an accident and they replaced it with a used rack and pinion. Driving it back home I could tell the steering felt loose and not as responsive as it should. I also have 19inch SVE wheels that I want to put on it and he said you there is a different rack and pinion for different size rims. Is all this what he is saying is true? Do you guys think I should get a new rack and pinion? Btw I have a 2014 Gt
