Tried to get that stuff out but it won't go away. Even bought headlight cleaner, doesn't work.

Any suggestions, or am I looking at a new headlight purchase?

OK, get some scratch and swirl remover and a dual action orbital buffer. Tape off the areas around the headlight and buff the crap out of them.

I was told if I do that it will take the plastic coat off and cause yellow clouding

Bull****. There is no coating. It's just acrylic plastic. You can do that and protect the surface with wax to make future cleaning easier.

I believe those are tiny scratches and indentations kinda like getting sand blasted. Most likely from driving on the highway, happens to every car especially here in the Northeast where they sand the sht out of the roads in the winter.. You have to buff the snot out of the lenses, but they will come out !! GL
