Performance Chip

Found this and was wondering if anyone knew anything about them. Says it adds 75 HP and 8 MPG. Scam or not?

Chips are useless, get a custom tune. Even a custom tune on a stock car will only get you around 20 or so HP and TQ

It's not a chip, it's a waste of money module that is supposed to do things that it doesn't
