First off, what car was the donor?
A lot of the early 2.3l turbo's are pretty much boat anchors as they had a blow through turbo setup. Starting in 83 the Mustang and Carpi got EFI and non-intercooled. The heads on the turbo 2.3l were pretty much garbage and with enough work can add some serious HP to an intercooled motor. The non-intercooled motors used a T3 turbo and the air-to-air intercooled used a more responsive Warner Ishi (IHI) turbo.......although a lot of people say this turbo is junk it managed to push my 88 Turbo Coupe to mid/high 13's in the quarter mile some 15+ years ago.......although I did have a head that was massaged by Esslinger.
So to answer your question you will need to replace the "brains" from donor car along with everything else associated with the turbo.
The one downside here is that the 2.3l weighs as much as the 5.0l V8.
