1998 mustang cobra 4.6

hi im new to this and I have a problem with my 98 cobra. I pulled my motor out and rebuilt the whole engine from top to bottom. I put it all back together and put it back in the car. I tried to start it and it only sputters so I pulled all the passenger plugs out and they had black smut on them like they have been burning fuel but when I pulled the driver side plugs out they wer all clean and had a fuel smell on them so im thinking my timing is off but I made sure I set my timing according to my chiltions book. im at a loss can anyone help? thanks

Trivial i know, but did you double check the firing order? the gap?

So I pulled the whole front of my motor back down to the timing chain to double check everything. And this is what I'm looking at.

You can see the 3/8 extension I the back ground in the 3rd picture to indicate that number 1 cylinder is at T.D.C.

I put spark plug wires according to chiltions manual.

If you set the timing and you know its correct then it could be anything. It could be a million different problems. Maybe you just need a tune?
