I have very black headlight fixtures, glare is slightly reduced.
Here is appropriate HID projectors. They are safe, just not legal.

Also if you run smoked headlights,HID are great. Stock lighting its very difficult to see.

I have 55w 8000k from DDMTuning.com and they are perfect. Perfect amount of blue and super bright. I wouldn't go 55w in your fogs if you want HID's in them cause it'll melt the housings. I have 35w 6000k and they match the headlights perfect. With 35w you gotta go one notch down from your headlights to match. I get bright lighted all the time but I think I have mine pointed up just a little bit too much. I would go with 55w 8000k in the heads. You won't regret it at all and DDMTuning.com is good on prices. Took forever to get them though.

Look more blue in person but not too much. I think they perfect for me. 55w 8000k in the heads and 35w in the fogs. Super bright and definitely catch the eye!

I'll agree and disagree with lowflyn, I hate driving and meeting a vehicle or having 1 follow me that are running high watt and bulbs above 8000k, I have a set of dot approved digital ballast 35w 6000k in both my truck and stang and love them, but I took a great deal of time getting them set just right not to blind ppl... But half the things ppl do to there cars is considered illegal, all part of customizing
