Please help

I was plasty dipping my gas cap and when I put the first coat it started to rain While it was still wet so I got a napkin and tried wiping it off But there's still Like a shade of gray and There is not enough coats on it to peel it off and I got these a lot of little spots on the side of my car is there Some kind of spray or something that I can use to take it off whit Out scratching the paint please help

Yea I got some spray on my bumper. It comes right off if you rub it.
