Paint peeling on hood??

Ok looks like I am going to have to repaint my hood. The paint is peeling up on the hood where the scoop touches it. The scoop is tight and the rest of the hood is perfect. It is not like scratching it it is peeling all the way around where the scoop touches. I have never seen anything like it. Was wondering if anyone else has. I need to figure it out before I repaint so it don't happen again. Hood was prepared the same all over so I just can't figure it out.

I figured out my problem.
My hood scoop edge cut through the fresh paint and it started peeling up around the scoop. I had to take the hood off and repaint it.

I waited 10 days before I put the scoop on it. I thought it was hard enough. But once it got in the heat it cut through. It can take a couple months for it to completely cure.
