It looks like brake fluid was on there. What part of the car is that?

Unfortunately this means you're clearcoat is coming off. This happen to my friend's black 02 and once it starts there's pretty much nothing you can do apart from having the car repainted. The problem is that means the weather/elements in your area or the previous owners area have started to deteriorate the clearcoat and it will start on the rest of the car as well. Your best bet is to have the car painted if you're keeping it. I've seen people try to go to Maaco (sp?) and try to get a cheap paint job or just the clearcoat redone and within a year it peels again. Unfortunately bodywork and paint are an area that only money can buy quality with :/ If its only on your spoiler right now you could just try having that resprayed for now if you're short on cash.

+1 good words.

I would definitely try to respray the spoiler before going with the entire car. More often than not people don't prep parts like that correctly so there are a lot of problems that may not be an issue on the main body panels of the vehicle.

Clay bar is used to remove impurities from the clear coat.. It won't repair cracked or deteriorated clear.
