Depends on your state. In texas
its 1000ft. There are two statutes covering this, 547.322 (taillamps required) and 547.325 (reflectors required). Both statutes dictate the minimum distances that your vehicle be visible to rear, 1000ft with the tail lamps on, and the reflectors need to be visible from 100 to 600ft when being light by a lower beam from a headlamp.
Those smoked covers are pretty dark and would likely bring unwanted attention from your local LEO. Also, depending on where you go, your local inspection station might fail you for having those.
