Rear wheel well arch rust

Hey guys how is everybody? Looks like I'm starting to develop some rust on my rear passenger wheel well arch..looks minimal to me, paint is cracking under there as you can see in the picture...and just a dime sized paint bubble on the outside that is visible but only if your starring at it from a foot away...I def wanna stop this before it gets worse, I've just never done any sort of body work on any car before, and am really hoping I can get this done myself pretty simply..what do you guys suggest? Thanks!

You could sand it down to get rid of the rust and feather it out, then do a pass with primer and once dry a couple passes with paint matching spray bomb. The location of the rust seems to be limited to just under that lip on the rear body panel and should be seamless after painted.
