Question Could this be buffed out?

Other then the Hood Scoop, could the hood be at least buffed out? Would Clay Bar help?

No. The clearcoat looks severely oxidized. Judging from the hood scoop, there is probably not much clearcoat left on the rest of the hood. You could definately make it look better, but its not going to look "new" without a repaint.
I recommend Klasse All-In-One. It is tenacious at removing oxidation without removing too much paint. Also its a nice all in one product which will shine and protect. You're going to need a machine to apply it, by hand you won't make any progress.

Agreed. That clear has just about had it. You might make it look Ok, but a repaint is the "best" option.

Are the 99-04 hoods fiberglass? The guy who my GF drop the car off to get it repainted said it was fiberglass.

Pretty sure the hoods is steel just like all others but the scoop is different, probably plastic.

Stock hoods are not fiberglass.

The scoop is fiber glass. The hood is steel and it's heavy.

Got it repainted And engine bay cleaned with it. $500 out the door. Was the hood and the fenders. Also cleaned the headlights.

I would keep your car waxed these new edges clear coat will start pealing everywhere if it's in the sun quite a bit. Start paste waxing it'll make the clear coat last longer.
