96 GT Conv Power Port Wire Nightmare

Ok this car is starting to give me an ulcer LOL. Neither of my power ports/cigar lighters are working. I started by replacing both receptacles and checked pretty much every dang fuse in the car. No dice. I did put a test light on the blue/white wire that should be the positive and have no power up to and past the shifter. Any ideas on what I could be missing here?
