I wouldn't think that the O2 sensors that determine the stochiometric percentage could even begin to do their job without the cats in place. If the tips are getting that dirty, can you imagine what the exhaust valves and the rest of the inside of the exhaust system looks like?
I am strongly against pulling out the cats --- especially considering it is against federal law, and evidently it also does not agree with how the car runs afterward.

The 02 sensors are located upstream of the catalytic converters. They are not even aware that the cats exist.

Here's my truck exhaust with no cat and all of the smog equipment removed.
I take particular pride in driving it around on Earth Day like this...

Are you sure? It looks to me like there are "pre" cats that are attached to the exhaust headers, then another set further downstream......maybe with the O2 sensors between them?

Unless they came up with a new method of engine management for EFI, I am sure.
There are actually four 02 sensors, two ahead (upstream) of the cats, and two behind (downstream) the cats. The upstream sensors are the ones that provide the information to the PCM regarding engine management. The downstream sensors are emissions related and they are there to monitor the exhaust after it has gone through the cats. They determine if the exhaust gasses are within the proper emissions parameters.
