A video apparently showing a UCLA student being tasered by University of California Police Department (UCPD) officers has found its way onto YouTube.

According to a report on the university's Daily Bruin, the incident occured at around 11.30 pm on Tuesday when security officers at the Powell Library CLICC computer lab "asked a male student using a computer in the back of the room to leave when he was unable to produce a BruinCard during a random check".

When he didn't immediately vacate the building, the security operatives returned with police officers to escort him from the premises. The Daily Bruin continues: "By this time the student had begun to walk toward the door with his backpack when an officer approached him and grabbed his arm, at which point the student told the officer to let him go. A second officer then approached the student as well.

"The student began to yell 'get off me', repeating himself several times.

"It was at this point that the officers shot the student with a Taser for the first time, causing him to fall to the floor and cry out in pain. The student also told the officers he had a medical condition."

The video shows the tasered ne'er-do-well shouting "Here's your Patriot Act, here's your ****ing abuse of power", while refusing to get up. Shortly thereafter, the cops tasered him a second time for his trouble.

Students who protested at the treatment were themselves threatened to keep their distance or cop a tasering. Laila Gordy, "a fourth-year economics student who was present in the library during the incident", claimed officers threatened to zap her "when she asked an officer for his name and his badge number".

Eyewitness David Remesnitsky said of the incident: "It was the most disgusting and vile act I had ever seen in my life."

UCPD officers later confirmed that the man at the receiving end of the righteous tasering was a student, but didn't name him or give any further details.

An incident late Tuesday night in which a UCLA student was stunned at least four times with a Taser has left the UCLA community questioning whether the university police officers' use of force was an appropriate response to the situation.

Mostafa Tabatabainejad, a UCLA student, was repeatedly stunned with a Taser and then taken into custody when he did not exit the CLICC Lab in Powell Library in a timely manner. Community Service Officers had asked Tabatabainejad to leave after he failed to produce his BruinCard during a random check at around 11:30 p.m. Tuesday.

UCPD Assistant Chief of Police Jeff Young said the checks are a standard procedure in the library after 11 p.m.

"Because of the safety of the students we limit the use after 11 to just students, staff and faculty," Young said.

Young said the CSOs on duty in the library at the time went to get UCPD officers when Tabatabainejad did not immediately leave, and UCPD officers resorted to use of the Taser when Tabatabainejad did not do as he was told.

A six-minute video showed Tabatabainejad audibly screaming in pain as he was stunned several times with a Taser, each time for three to five seconds. He was told repeatedly to stand up and stop fighting, and was told that if he did not do so he would "get Tased again."

Click the Play button to begin playing the clip.
This video requires the free QuickTime plug-in.

Tabatabainejad was also stunned with the Taser when he was already handcuffed, said Carlos Zaragoza, a third-year English and history student who witnessed the incident.

"(He was) no possible danger to any of the police," Zaragoza said. "(He was) getting shocked and Tasered as he was handcuffed."

But Young said at the time the police likely had no way of knowing whether the individual was armed or that he was a student.

As Tabatabainejad was being dragged through the room by two officers, he repeated in a strained scream, "I'm not fighting you" and "I said I would leave."

The officers used the "drive stun" setting in the Taser, which delivers a shock to a specific part of the body with the front of the Taser, Young said.

A Taser delivers volts of low-amperage energy to the body, causing a disruption of the body's electrical energy pulses and locking the muscles, according to a report by the American Civil Liberties Union.

"It's an electrical shock. ... It causes pain," Young said, adding that the drive stun would not likely demobilize a person or cause residual pain after the shock was administered. Young also said a Taser is less forceful than a baton, for example.

But according to a study published in the Lancet Medical Journal in 2001, a charge of three to five seconds can result in immobilization for five to 15 minutes, which would mean that Tabatabainejad could have been physically unable to stand when the officers demanded that he do so.

"It is a real mistake to treat a Taser as some benign thing that painlessly brings people under control," said Peter Eliasberg, managing attorney at the ACLU of Southern California.

"The Taser can be incredibly violent and result in death," Eliasberg said.

According to an ACLU report, 148 people in the United States and Canada have died as a result of the use of Tasers since 1999.

During the altercation between Tabatabainejad and the officers, bystanders can be heard in the video repeatedly asking the officers to stop and requesting their names and identification numbers. The video showed one officer responding to a student by threatening that the student would "get Tased too." At this point, the officer was still holding a Taser.

Such a threat of the use of force by a law enforcement officer in response to a request for a badge number is an "illegal assault," Eliasberg said.

"It is absolutely illegal to threaten anyone who asks for a badge €" that's assault," he said.

Tabatabainejad was released from custody after being given a citation for obstruction/delay of a peace officer in the performance of duty.

Neither Tabatabainejad nor his family were giving interviews Wednesday.

Police officers said they determined the use of Tasers was necessary when Tabatabainejad did not do as they asked.

According to a UCPD press release, Tabatabainejad went limp and refused to exit as the officers attempted to escort him out. The release also stated Tabatabainejad "encouraged library patrons to join his resistance." At this point, the officers "deemed it necessary to use the Taser in a "drive stun' capacity."

"He wasn't cooperative; he wouldn't identify himself. He resisted the officers," Young said.

Neither the video footage nor eyewitness accounts of the events confirmed that Tabatabainejad encouraged resistance, and he repeatedly told the officers he was not fighting and would leave.

Tabatabainejad was walking with his backpack toward the door when he was approached by two UCPD officers, one of whom grabbed the student's arm. In response, Tabatabainejad yelled at the officers to "get off me." Following this demand, Tabatabainejad was stunned with a Taser.

UCPD and the UCLA administration would not comment on the specifics of the incident as it is still under investigation.

In a statement released Wednesday, Interim Chancellor Norman Abrams said investigators were reviewing the situation and the officers' actions.

"I can assure you that these reviews will be thorough, vigorous and fair," Abrams said.

The incident, which Zaragoza described as an example of "police brutality," left many students disturbed.

"I realize when looking at these kind of arrest tapes that they don't always show the full picture. ... But that six minutes that we can watch just seems like it's a ridiculous amount of force for someone being escorted because they forgot their BruinCard," said Ali Ghandour, a fourth-year anthropology student.

"It certainly makes you wonder if something as small as forgetting your BruinCard can eventually lead to getting Tased several times in front of the library," he added.

Edouard Tchertchian, a third-year mathematics student, said he was concerned that the student was not offered any other means of showing that he was a UCLA student

Lets ask the question.. What happened that the cops had been called there? If this kid started **** and someone had to call the cops, don't you think something was wrong in the first place? He probably started talking **** to the cops, which obviously show that dood had no respect for the law. They more than likely asked him to leave politely a few times. I say after an attempted effort to asking him to leave and he refuses and resists.....Zap his dumb ayuzz!! Granted they could have used another means of removing him. Pepper spray, just grabbing the guy up and draging him out. Altough they propbably would have called that abuse too. I'm just glad the law enforcement is around to protect me form the ****ing crazies out there.

Note that the video doesn't really start untill the cops zapped his dumb *** the first time..Hell the kid was trying to get his camcorder out of his backback..

So why would the cops be doing an ID check? Should the person in charge of the computer lab or whatever the hell that kinda room is to be the one to be checking the ID's? I'm saying that somthing stinks! I'm not saying that there isn't a chance the the cops just decided to see some loud mouth **** head flop on the floor like a fish. Chances are he deserved it.

And no i'm not a cop. Just because I see a video and an article that obviously someone wrote that has an opionion does not justify me believing it 100%. I'll look at any situation from a outside view with out picking sides. That is untill proven other wise.

usually at colleges they dont check IDs at the door... they just assume everyone is a student. there is also a good chance that he is a student, but wasnt carrying his ID.

honestly, if it was his fault, i dont think that all those students who witnessed the whole thing would be standing up for him. college students are pretty well educated (especially the ones that are in the computer lab like that) and i have faith in their stance on the situation.

i dont think the use of force such as a taser should have been involved. its about a kid, who pays to go to school, who won't leave a computer lab. he isnt a drug dealer, building bombs, or a terrorist. that is abuse of power and is a completely unnecessary use of force. cuff him and drag him out IF you had to... but tasering is overkill. anyone who tasered or been tasered would agree.

Damnit ya'll are making me feel like a old man. Just 3 years ago I hated the cops because I was all about the drugs. But if I was those cops I would have wupped his ***. Then I would have told him that "You will respect my Authoritaaah, because I ain't playing no games with you". :cop:

When your dealing with the cops its best to just cooroperate with them. I'm not telling you to go nark on people or something, but to make a seen like that your just causing more problems for yourself. :jail:

I would at least be able to say I can't instead of screaming like a stuck pig. All he would have had to say is "I can't move my legs officer"...instead, he keeps screaming and screaming trying to cause as much of a scene as possible. Besides, it appears he stood up plenty good on the 3rd or 4th shot.

If he has such a medical condition that he was worried about, why didn't he stand up when asked before the first zapping...why all the hellabalou before he was hit the first time if this medical condition is such a concern? He got all riled up, cops needed to move him...zipper zapper. Still didn't want to cooperate and just kept being an ***....zipper zapper some more.

Moral is, when the cops say you need ID to be somewhere, don't get all pissy...get your *** up, go get your id, and be done with it. Pretty simple.

Unfortunately for the cops, it appears the video only picks up with him screaming "Don't touch me"...there is no proof of what happened prior.

Was 5 a little excessive? probably a little...but if dude is going to keep being a *****...hit him again...if zip zapping gets him to move his ***...hit him again. It is just like moving cows with a cattle prod....they won't move, hit em....amazing how it makes the immovable movable.

Re: damn, found this on another site... (messed up ****)

2 was a little excessive. 5 was abusive. The guy posed a threat to no one and was simply sitting down. Instead of the cops sitting there and waiting for him to gain his composure they continued to taser him in front of 100's of students causing anger which could have lead to riots had the crowd been bigger. Not only that but when students questioned the cops they were threatened as well. No weapons nothing. It's pure abuse of power. The standard cop "I don't give a **** what you think you will do what I say and I will taser this guy who has posed no threat to anyone as many times as I feel like it, **** off."

Well **** those cops. I'm sick of power tripping cops abusing their power. They always get pissed when people don't respect them and then they go and do **** like this and take things too far. This is not the first time on UCLA campus that abuse of power has been questionable. These cops are asking for trouble from students. They are not there to serve and protect they are there to taser students who don't have ids and cause mass anger toward their cause.

Re: damn, found this on another site... (messed up ****)

I agree with Smurfin, I am really confused why all of you are for the student on this.

The little ***** was screaming and refusing to cooperate with the officers, guess what happens? ZAP.

He failed to show ID so he could have been anyone. What if he was a rapist?

As for the medical condition, if he was concerned about it then why was he being an *** about it? It's like "SURPRISE I HAVE A MEDICAL CONDITION!" btw what was this mystery condition? insomnia? high blood pressure?

This snip right here:

Quote:
He wasn't cooperative; he wouldn't identify himself. He resisted the officers
If that happened, force will be put into motion.

If you were being an ******* at some public event and you were confronted with officers and you did those 3 things, you would be tazzered. Just because he's a student at a school means jack ****, he was acting like an *** so he'll be treated like an ***.

I don't blame them too much either. I wasn't really being sarcastic when I said they should have planted something on him.

Alright apparently you are missing my point or choosing to ignore the point that these cops, whether or not the student did put up resistance, still went way to far.

The first taser had the kid on the ground and they handcuffed him.

After the first taser and handcuffs the kid posed no threat to anyone, no matter how loud he yelled. The cops continued to taser the kid and then threaten the rest of the students in the library that spoke up for the kid.

That is abuse of power, period. If you want to look past that and just say the kid deserves it, then fine. Don't ever ***** about a single cop abusing his power again because that is what you are approving of right here.

Re: damn, found this on another site... (messed up ****)

thats some **** right there damn. honestly the dude wasnt big they could have honestly grabbed him and took him outside.

See this is why tazzers are coming into question this new "less lethal" way are getting cops to use the tazzer without hestitating now. There were 3 cops there they could have easily placed him in cuffs and picked him up and taken him out but nope they wer ethere helping to cause the scene and making it a bigger issue then it should have been.

I hope those cops get whats coming cause honestly getting tazzered 5 times aint no joke guys 2-3 times his size have gone to cardiac arrest cause of being tazzered.

thats def no joke

Re: damn, found this on another site... (messed up ****)

He was still being belligerent after being put into cuffs though. They ordered him up...instead he kept wailing like a putz. He wouldn't comply and walk out...he wanted to start a scene and did. There was a video a while back of a black lady that was being belligerent during a traffic stop...they hit her with the taser. She hit the ground, continued to be belligerent after the first tasering...so they hit her again. Everyone found that to be hilarious. This is the same situation. Dude didn't cooperate, so they continued to try and convince him...eventually it got him out the door.

And, just because I have to use this somewhere...someone used this on another forum that was discussing this incident...and it is just too funny not to use...

I've worked campus security as a side job, Even with the fact that I'm a girl I never had to resort to that kind of force. There are other things we have to use before we start using tasers.

Re: damn, found this on another site... (messed up ****)

Where did it say they zapped him 5 times? I'm trying to find that part but I can't seem to find it. I can agree 5 is over doing it, but they had every right to zap him.

can we all agree on that?

Zapping once or twice would have been ok but more than that is over doing it?

Just watch the video and count how many times he was tasered
