Look up New York cops shoots dog on YouTube. Don't want to post the link because it might be against the rules. Way more intense than this California one. And I'm pretty sure I would have done the same if I was that officer

THEY took it upon them selves to take ILLEGAL action to flex their muscles to show people "who's boss" which is NOT what they are there for.

Found it, that dog was at full run at the cop. They had not touched the owner yet. They were more justified. Not to say that is how I would have handled it. Not that I would "want" to do it again but I have stopped a dog from attacking another bare handed before. They are just like humans and have certain pressure points. Doing that can be dangerous though and that's why the cop in NY is justified in what he did.
