It's called a VPG. They are vehicles for handicap people. They have a built in wheelchair lift and a floor board that is low. A guy that talked to with one said he loves it. Finally in a vehicle he can stay in his wheelchair and sit up front next to the driver instead of being in the back or having to be lifted out of his chair.

I wouldn't say rice but definitely poorly executed. Althoguh a two tone paint job like that definitely screams Fast and Furious days lol
