Honestly depends on the state.
Here in OK, anything but flashing lights and blue and red are legal.
Only time they can flash or use red/blue is if you are using them at a show.

I believe many states are this way.

But I would google:

(States Name) underglow laws.

I don't know about Georgia ""BUT""

Here in Florida the law is:
NO BLUE AT ALL.
NO RED ON FRONT.
RED or Amber on rear.( Red tail & brake) Amber or Red for turn signals.
Front side marker can be white or amber.
Rear side marker is red only.
No Blinking lights except for emergency only.

I'm guessing it is up to a cop if you have any under carriage lights. I do see a lot of Civics Etc. that have orange, green, white, and purple under car accent lights driving around but I don't know if they ever have police problems with them.

I sure do not want them although I think they look good because I sure don't need the attention at all the way I drive sometimes.

Ronnie

Same here. I'd rather have a Romulan Cloaking Device than extra lights.

To the best of my knowledge, undercarriage lighting is not addressed by the feds (NHTSA), so as others have said, it becomes a state preference, if specifically addressed by law.

Here in Missouri and according to a local MO State Trooper, you can run any steady color, as long as the lighting fixtures are not visible. That generally means, tuck the tubes up under the car and ensure you are good to go by moving back 20-30 feet or so, squat down and inspect your ride all the way around for fixture visibility. I ran purple neon under an '07 Performance White GT. I loved the look (especially on wet pavement) and was never stopped for lighting in any state that I traveled through.... (MO, AR, TN, MS, AL, GA, IL, IN, KY, OK, KS)
