2005-2009 gauge cluster problem

Ok, a few weeks ago, my car acted like it had a dead battery. Turns out it was a loose connection. Unfortunately, it was enough that it has done something to my tachometer. It now ticks after I shut the car off, and I'm pretty sure its reading too high. I called my Ford dealer because I remembered seeing a service bulletin about rechecking the gauges after a dead battery, but they have no such TSB in the system. But when I look on the NHTSA website, they have it, a service number (18610) and a summary.

My question for you all. Has anybody else had this problem? If so how did you fix it? Do I just need to reseat the tachometer's needle?

Make a copy of it and go down to the Ford Dealer. Give it to the Head of the Service Department.
