OBD II and Ford EEC ports?

My 95 GT has both an OBD II port under the dash and the ford EEC connector under the hood. Only the one under the hood gives me info when i hook the scanner up to it. So, what is the OBD II port under the dash for?

95 was the last year for the 5.0 litre and OBD I. Ford was using the same body for 96 so this was just preparation to make the switch to OBD II the next year. My car has the same thing but doesn't work either.
