What brand of preformance tuner is the best, that i can increase horse power, shift points, gas mileage, shift firmness, and if i took the cats off and put pipe in its place, wouldnt it put some lights on in the dash, and would it take them off?

its not as much about the tuner as it is about the person who created the program on the tuner. Thats what matters most. Some tuners are better than others but in the end, you need a person that can write you a custom program to do it.
the tuner can remove the CEL lights you are having as well. Post up what area you are in and lets see what tuners are in your area.

guy on here recently that had no sct shop (supposedly, didn't hear where the closest one was) so he went with diablo...
personally the closest sct shop is about 2 hrs or so away... but when i get one, thats where i'm going (well its the closest sct dealer... there are closer shops that will do tunes supposedly)

i live in audubon iowa, south west in the state, so basically i buy a power programer like diablo, or sct, then i take it to a tunning shop and they can do even more than whats on the tuner? i am a little over an hour from des moines or omaha. what will it cost to have someone tune my car? not including the hand held programer
