cai + duals won't give you +20 hp. what they will do is allow your pony to breathe better, setting the stage for future mods. they will give you 10-12 hp at most, as well as a pleasant sounding mustang. throw in an underdrive pulley and you might see as much as 15-17 hp total. still a good start
also, remember to check cali emissions laws to see what exhaust setups will be legal there. i know for a fact that long tube headers aren't street legal in cali, as well as certain flow thru muffler systems... but you shouldn't have any problems having a set of gt takeoffs put on, that shouldn't cost you more than $500 all said
