If i got a 99-04 3.8 Ported Upper Intake Manifold from rpm could i still get it powdercoated or painted. Also can i just get a upper intake and keep the stock lower manifold

Yes you can do just the upper intake.
Yes you can get it powder coated.
The gains from just an upper will be minimal since there are still restrictions with the stock lower & heads. But it it a start.

^word. you can get it powdercoated. blue is a good color
but if you only get the upper, you won't see much in gains, the lower is too restrictive. it'll be a bottleneck effect

if i got rpm ported and polished upper and lower intakes with 65mm throttle body and a underdrive pulley. How much hp should i expect

a bit more. but don't bother with a TB, it's not worth it unless you're pushing some volume... get heads and/or cam instead
