can i just electrical tape the terminal end down to a plastic piece? or can it go anywhere so long as it doesnt touch terminal?

as long as the cable isn't touching the positive terminal your fine.

bend back the terminal wire so there is NO chance of touching, I always take the negative off.

when i unhook my battery to do work or whatever i usually lay down a dry towel or something over my battery that way theres no chance of it hitting

You should always remove the negative cable before you remove the positive cable. Why? Simple, if you are removing the positive cable and you happen to touch the body or other ground with it still connected you get a big old spark and if you are really unlucky you'll weld the wrench inplcae and start a nice fire and maybe a battery explosion raingi acid all over you, usually in your face.
If you remove the negative cable first you don't have that issue. I usually bend it down and out of the way.
