revs up quick, revs down slow....flywheel?

basically i hate how i can rev up the RPMs in my engine quickly but it takes for ever to drop the RPMs.

would a new flywheel help this?

i was told to look into a fidanza which is made of aluminum w/ steel teeth as opposed to other brands that use all aluminum and teeth that can break as a result. plus the fidanza can be resurfaced.

any input?

its the idle decay rate, i had my vss sensor unhooked due to a wire that came loose on my speedcal unit. My rpms droped like a ROCK so its not the flywheel, its the ecu that is controling that.
