Do you think it would help the water problem if I took my scoop off and waxed the hell out of my hood under the scoop?

You can use the stock GT scoop on your hood.

That's a good idea with the rag.. I can dry and dry the area, but if I walk away and let the car sit, or go for a drive, I've got water streaks running down the hood..

I recently took off the side scoops and you would not believe how much crud got stuck in there.
I'll have an article on that up shortly, it's written I'm just doing the final edits
