I was having problems with my car wanting to go into neutral when it is in reverse sometimes and decided to take a look inside the shifter. I see to the left side of it some wires that have black duct tape wrapped around them is this done from the factory or what. there are resistors inside some of the duct tape but it just looks too cheezy to have been done at the factory

factory uses heat shrink or that crappy black tape like you see in your engine compartment... that doesnt look factory to me.

i see that the two blue wires that are joined together have a resistor are for the light on the shifter indicator but it is black duct tape wrapping it instead of heatshrink like i would expect

It may not be a bad thing. I was a Subaru tech for a couple of years, once and a while a new car would come in off the truck with a minor problem. Maybe a wire was pinched so the tech just wrapped the wires? If it was my car I would remove the tape on the wires to see what if any damage is there. I'd also ask the dealer for any work history your car may have had.

I'd just go ask the dealer wtf it was.
And when he tries to tell you that's factory, ask him to show you another new car with such shoddy work. When he refuses/can't, just ask what was worked on and why and/or kick him in the shin.
