I think its a
Strut Tower Bar

That is a strut tower brace. 94 to 98 Stangs have alot of flexing of the strut towers during hard cornering and the brace reduces it. It is a must if you want the best handling in a sn95. In 99+ they beefed up the Strut Towers and are not needed
