I am familiar with the concept that a smaller pulley will result in more revolutions (more power). Which pulley of the motor's components should be changed to get more power.

I think the only pulley they make for the 99+ is the dampner pulley. Don't expect much gain from it. I didn't notice any change in power or fuel economy after I installed one on my 99.
If you're looking for a change I would get some type of exhaust work done. Gilroy isn't far from me at all. I can help you do your exhaust when I get my mig.

Putting a 25% pulley worked well on my 3.9  It's not a huge gain ,but I felt it .

It does not apply here, sorry guys, but on my son's 95, I have found that
a stock 99^ water pump (WP) pulley fits and that it is .5" larger and will
act as a UDP for the 95! Presumably the 94-98 but there may have been
a change in the 96-98 years. I'm sure it would fit a 94 the same as the 95.
We already have a crank pulley, 25% UDP I believe.

My 97 seemed to wake up a bit from my 25% crank pulley, I have a waterpump pulley but don't have the puller/installer to put it on lol. Not to concerned, prob get me 3 hp tops lol.

The puller is a ratchet, 13mm socket I believe. Then the pulley just slips off.
You might have to tap it with a hammer to get it off the shaft, but not much.

I would do it if I were you. Your listed mods seems to indicate to me
that you are probably just doing bolt-ons. You have a single flowmaster
and ebay CAI, = bolt-ons. You might want a bigger alt if you do the UDP,
since you have beats

Nah I don't really wanna make changes as a result of my audio system. I'm probably taking that shit out. I just wanna know if an udp is essential to building up my car. I got a single flow cuz i'm not done w/ the exhaust. I plan on getting true duals w/ an x pipe and debating over bringing the tips out on the sides w/ roush style or the rear. Anyways do i need a pulley or not, as it is recommended in one of the stickys from this website.

You don't need anything !!! it what you want the end results to be, I currently have a 25 %UDP,SCT chip with custom tune,3:73 T-lok, True dual flowmaster 40, flow master hi-flow cats,steeda short throw getting ready to insatll P&P intakes as soon as RGR specs a cam for me ( I sent the form RGR) & a bunch of interior mods
I didn't need any of these But i wanted a little more RWHP,RWTQ & the car to look good

I'd get the UDP. You can also buy an overdrive alt pulley if you experience
charging problems, but most do not need it. I had a set in my 89 GT and
need to re-install the regular alt pulley for charging, but those cars had
a smaller low output alternator. It was fine with the stock alt. pulley and
UDP's on the water pump and crank. UDP's are not essential but I'd use it
on any NA street car buildup as it is basically "FREE HorsePower" !
EXHAUST:
Most generally, an "H" pipe is cheaper, easier to install and takes less space
than an "X" pipe, and the big bonus is that the "H" sounds best in most cases.
Less buzzy than a "X". I'd also suggest it so you can get your mufflers as far
forward as possible so you can run side outlets. They will offer less resistance
to flow than tailpipes. But you can run tails with no resistance if they are 2.5"
so size does make a difference here. Oversized tails make a deeper sound
than smaller ones. For NA engines I recommend 2.25" exhaust system but you
can run 2.5" tailpipes on there with no losses.
