ok... so i got my 03 cobra rims and i noticed that 3 of them have weights on them... i am assuming this is done with balancing because they came pre-balanced. i need to leave those on correct? the only thing is that a couple of them are close to the outside, so they are probably visable. i just done like them on there. does it mean that the rim is poorly made or something?

Doesn't really mean they are poorly made, but tiny inconsistancies and imperfections in the making process and materials result in a wheel thats heavier/lighter than the others. Really all 4 should have a weight on them somewhere. But if you don't like them, you can have a tire shop place the weights on the outside lip (the side you can't see). This is what I had done.

Do you remember how much that cost? they are just put on there with strong double sided tape, so couldnt i do it myself? or does it have to be done while they are being balanced?

all wheels nearly always need weights, You can get them rebalanced for 30-40 bucks and make them put the weights on the inside of the rim lip NEVER PUT THE ON THE OUTSIDE OF THE RIM LIP! EVER

ok... when you say the outside of the rim lip, do you mean on the very outside of the rim, or on the inside (right under the rotor, etc.) next to the outside? the ones on my rims are all on the inside (under the rotor) but some are near the outside where you can see them and some are near the backside where you probably cant see them. this is probably really confusing.

Perhaps I should have said inside lip, whatever you call i, itt should be the lip THAT YOU CANNOT SEE! Like the weights on your stock rims were on the outside lip...do the opposite of that.
See, no weights...

They can also use sticky weights and put them on the inside of the rim (not the lip)

You actually get a better balance when they are on both sides of the rim/ or on the back lip, and a stick-on weight right behind the spokes.
