is this a splice in kit?

also are there a difference in the kits? I see for 99-04 there's either fast or slow...can you elaborate on that?

You have to add a new wire to the inside light on each taillight then cut and splice the kit. The slow kit includes a different flasher, whereas the fast kit uses the factory flasher and goes at that speed. I've bought numerous kits from this guy and they are all top rate.
